Back when real people manned the phone lines, 911 calls were handled by a battery of living breathing human beings. This is coming from someone who grew up in a city of over 8 million and never saw a problem with the emergency services. In trying to reduce costs, and when DON'T they try to save money on petty things like 911, the machines began taking over and breaking down every other nanosecond. Might be a really good idea to get simple again. Take some of those SWAT millions allocated so the boys can play army-man dressup,and spend it on phone operators.
